I don't think you can disable it but you could just close the toolbar. As for enabling it, I think it is always there. If you don't have the button and want it I don't know why it's not there. (p.s. I am talking about a Google toolbar)
On some browsers, click the "tools" button, then click "delete browsing history" However, your system administrator may have disabled that ability so that they can track the web sites you are visiting. And even if they haven't done it this way, they are probably still tracking things with other programs.
