The first thing to do would be to do a through inspection and see what you can figure out on your own. There is a top cover piece that is held down by plastic push down screws. There should be four, pry them off with a screw driver/needle nose pliers. There should be two more that hold the actual bumper into the plastic mount panel. Remove the head light by squeezing plastic nut then pushing through the mount panel. Remove the nut from the parking light asy. Now is the tricky part, you can either reach your hand through where the light asy's where or take off the splash guard. there are two nuts on each side of the bumper that you must remove. then just simplily remove the bumper one side at a time.

I wasn't aware there is a 1996 model of Malibu, but on my 1998, the horn is behind the passenger side front fender, between the bumper and wheel. To access it, you must remove the entire front bumper cover.
