Drain the fuel tank if possible.
Support fuel tank with something such as a trans jack or a regular jack with wood on it so it wont hurt the tank.
Remove straps.
Lower tank just enough so you can remove all connections such as wire and hoses.
Remove tank from under the vehicle.
It is held in with a lock nut, take a screw driver and a hammer and gently tap on it till it starts to move.
Move fuel pump from tank.
Install new pump and put tank back, make all connections and your done.

You will known when the fuel pump is working on the 1989 Dodge Dynasty because the engine will get fuel from the fuel tank. If the fuel pump is not working, the motor will be unable to idle or run.
Your fuel pump will be inside the gas tank.
