On the front of the shifter handle there is a metal clip in which a flat head screwdriver can be inserted. Pry the clip out and the handle lifts off.

The shift solenoids are located on the valve body. you can get to it by removing the side cover on the transmission. The side cover is hard to remove. You have to lower the craddle down far enough to get it out. This can be diffucult without it being on a lift but it can be done.

The switch on the brake pedal may not be working, if you unplug the wiring from it it should shift if this is the problem.
I will assume you have the column shift automatic with the round gauges on the instrument panel. The OEM Indicator is GM part # 25021207 if you can find one. If not, try a Google search for 83 Monte Carlo shift indicator. That should get you to Mike’s Montes online store. You could try your luck with eBay but that has mainly used parts or overpriced OEM. If you can’t figure out how to remove the dash face plate, then don’t attempt this repair.
what governor??????????????? The PCM(Power-train Control Module) GOVERNS both the engine SHIFT POINTS & TOP SPEED. You need a SPEED SHOP to raise or remove your GOVERNOR by reprograming your PCM. ZZPerformance will do this for about $100.00, as well as other shops. It's worth it.
