I suggest you take a pocket knife and scrape it off. Be careful when cutting. Repaint afterwards. Good luck!!! If the toy is plastic, you may want to a very mild polish made for vehicles and try to polish it out. You may also try the other advice of a plastic knife to scrap it off, if you do that you may want to try and heat it with a blow dryer first before you start scraping.
