Take out all screws that hold the trim and the panel that holds the power switches. Remove the panel that holds the swithches and take out the screws that remain. there is also a screw down next to the light at the bottom of the door. once all screws are out, lift up on the panel and it will slide right off.

On a 1996 Mercury Cougar : In the fuse panel under the drivers side of the dash : ( there is a 20 amp fuse , the panel is marked " CIGARLTR" )
