I'm not sure what a "shifter bulb" is, but if the shifter is actually broken, the most economical solution might be to swap in a salvage column, as I doubt any new parts are available at this point.

Are you asking about the shift lever on a column shift car or the console shift handle?
While in park, just punch out the drift pin with an awl and it will pop up-there is a spring inside.

There is a broken wire below your shifter in the console. This controls a solenoid that releases the key. The shifter in the center consle has a part that controls a current to solenoid in your steering column. A quick fix is a nail or piece of wire to release the key. This is in the steering column. There is a pop out that must pushed in to release the key. A longer term fix to replace the part in the shifter.
I cannot give you a detailed answer, but I can tell you the neutral safety switch is in the steering column, associated with the shifter, and is not in the transmission.
Do you want to replace just the lever or the shift lever control? If it is just the lever pull the rubber cover back away from the column and you should see a pin or a screw that runs through the middle of the shifter column. Get a small punch and punch the pin out, or if it is a screw just screw it out of the column. It will probably be a star drive screw. Hope this helps.
A 2003 Ford F-250 column gear shifter can be fixed by simply tightening it again. You can tighten it by turning the adjustment wheel on the lower right side of the steering column.
