I do not know. All that I know is that You loosen the bolt and then it should turn but doesn't. Please someone tell us how you are suppose to get it rotated?

You can change the serpentine belt by loosening the tensioner pulley. When the tensioner pulley is loose and the serpentine belt will become loose. Put the new serpentine belt on and tighten the tensioner pulley.
place a 15 mm spanner on the tensioner from under the car and rotate it clock wish to lift the tensioner then you can remove the belt
Put a wrench on the tensioner. Push it slack. Replace the belt while holding the tensioner in the slack position.
I have a 3.1L and there is just 1 screw that holds the tensioner in place.
1.4 Eight valve engine. The water pump is the timing belt tensioner on this model. you need to slacken the pump and rotate it to tension the belt.
Begin by loosening the tensioner pulley. Slide the tensioner pulley to the right and the belt will become loose. Remove the old belt and put the new belt on. Tighten the new belt by sliding the tensioner pulley to the left.
Use a 15mm closed end wrench on the tensioner pulley bolt and rotate the tensioner arm away from the drive belt. Remove the old belt and release the tensioner slowly so that it will not snap back and ruin it.
Remove the belt, then remove the bolt in the center of the spring tensioner with a 15mm wrench, install new one
