It may not be perfect, but a good Dog Training system is one of positive reinforcement. This means whenever a dog does what you want it to, you give the dog a treat and praise. When a dog does something bad, you simply say no in a stern voice.
Also be sure NOT to hit or yell at your dog. :( This does not improve your dog's chances of learning to do what you want it to do.

1. Give the stimulus (command).
2. Illicit the desired response.
3. Reinforce.
If using operant conditioning, the steps are:
1. Wait for the desired behavior to be offered.
2. Reinforce each instance of the behavior until you can predict that the dog is about to do it again.
3. Start giving the command just before the dog is expected to do the behavior and continue to reinforce.
4. Teach stimulus discrimination.
5. Fade secondary or conditioned reinforcers.
To learn to train a dog, your best bet is to enroll with your dog in a dog obedience class. Certain aspects of dog training involve skills you cannot learn by reading a book or on the internet. Specifically, you cannot learn proper timing, and you cannot learn to read what the dog is thinking and what he is about to do. These two things can only be learned through trial and error (which increases the time it takes to learn to train) or at the side of a skilled trainer.

Claiming a dog is a service dog when you are not disabled, or when the dog is not individually trained to perform tasks that mitigate your disability is a criminal offense that can result in fines and or jail time. Most legitimate teams get their vests from the programs that train their dogs. Those who are qualified to train dogs for themselves (ie have the experience and skill), generally know where to get the gear.
