When Roger Williams left the Massachusetts Bay Colony to start a new settlement in what became Rhode Island, he was determined to create a place where there would be more tolerance than he found in Puritan Massachusetts. And in what would seem very modern to us, the colony was governed democratically-- decisions were made by the citizens.
