The objective was to build "situations of strength" around the globe in order to contain the spread of communism and contain the Soviet Union. After World War II, the Soviets had control of eastern Europe. Containment was designed to prevent the Soviet Union from expanding its powers beyond that area. American leaders wanted to halt the spread of communism by giving economic aid to nations that were threatened by the Soviets or other totalitarian regimes. The Truman Doctrine, outlined in a speech by the President in 1947, explained the policy. The Marshall Plan, designed to help Europe with badly needed economic aid, was an example of containment in action. MrV
