The Poll, (Capitation, Head, Direct), tax was/is discriminatory because it is a tax levied directly on the person. A wealthy person could easily afford it where a poor person could barely afford it and many times would lose their homes because of it.

Adam Smith a Scottish author, wrote of this in his book "Wealth of Nations". He explained it so well that the Founders of the American Colonies used his thoughts to govern their country.

Later when the framers of America's U.S. Constitution got together in Philadelphia to work on a new document to help protect and strengthen the now United States of America, they took quotes right out of his book and placed them in the U.S. Constitution. Quotes such as 'direct taxes shall be apportioned' and (indirect taxes) 'all Duties, Imposts and Excises shall be uniform'.

This is important because it limits the amount of 'power' the main (federal) seat of government has over the people.
