Your switch on the end of the turn signal arm has gone bad ( this is common on these models). It can be costly or difficult to replace

What kind of car? It could be the horn shorting out? or another electrical issue with blinkers, etc. Can also be the power steering resivoir is low of fluid.
That sound is your power steering pump, if it gets worst than you should change it before it completely fails
power steering fluid is low,fill with the correct power steering fluid then turn steerig wheel all the way left then to the right before putting the refill cap back on

Check the 1996 Blazers power steering pump. When the pumps go bad they will start to whine or buzz.
Should be just under the dash about 8inches right of the steering column. It iwll be a little plastic box. You can feel it vibrate when it is buzzing.
Mullen oil is good for buzzing in the ear.
