Have a 2003 Jeep Grand Cherokee trying to fined the junction box took covers off steering column but can't fined box.

There is essentially no restriction on using brake lights and turn signals at the same time, as they both signal actions/intentions that are often used in conjunction with one another. The brake light signals that you are using your brakes and slowing down, and the turn signal shows your intention to turn. As you will usually slow down as you come up to a turn, there will be many situations where both signals will be on at the same time.
Check for a bad ground
check the ground wires that are on the radiator support, below the air box, down behind the lt, headlamp.
When both of the turn signals (indicators) of a car blink simultaneously, it is usually because the hazard lights are turned on.
4 way flashers and turn signals both have a "flasher can" in the system to make the lights flash the turn signal and 4 way flashers are controlled independantly of each other try replacing the flasher can for the 4 way flashers it is obvious that the bulbs are ok because they work on turn signals

Both turn signals work when they want to. The hazzard lights work just fine. All bulbs are great. The turn signal indicator will flash inside the car for a few seconds and then stop. The outisde turn signal lights stop too.

From my previous experiance, could be Multifunction switch (on steering column) Do the turn signals flash normal on both sides? Let me know,Ben
check your ground wire in the back
If the lights come on but do not flash, replace the flasher relay. If they will not come on check the fuses.
