Had this same probelm with my 2001 Sport Trac. Turns out that mine had a tilt steering wheel that when used causes a strain against the turn signal controller. Entire unit had to be replaced at about $200 installed at the Ford dealer. Soon as I mentioned to the service tech what was going on he asked if I had tilt steering. Evidently this happens a lot. There are a couple of reasons why the turn signals will not work on a 1998 Ford Explorer. The light bulbs may need replaced or a fuse has blown.

Did you replace the flashers? if not, that's the problem. They are located on the right of the fuse box, two round metal things. About the size of a large botle cap. Runs about 6 bucks for both.

If you step on the brake pedal while the car is moving, and nothing happens.

If the problem started after you replaced a fuse, you need to check that the fuse is good and installed properly.
Perhaps problem in the steering column switch?
Look at the relay for the flashers, that should fix your problem.
If the turn signals and emergency signals don't workout sounds like an electrical problem's would suggest that you take it into the closest shop to get the problem diagnosed properly.
