You have what is called a back feed, where you have wires striped and touching. So start at the lights and start to trace the wires until you find the exsposed wires. This might take some time though.
Bring to a shop that has an ABS scanner to determine the problem I had this exact problem. The problem was that the wheel cylinder was leaking and causing the TCS and ABS lights to come on. I replaced the rear drums and pads and wheel cylinder. This solved the problem.
Check the fuse for the headlights. It is probably open.

there is a brake light switch that the pedal hits to make the lights light up. check this it could be bad.

Should be common to the parking/tailight fuse
The parking lights are turned on when the headlights are on and you pull out on the light switch. The parking lights cannot be turned on by themselves.
If the parking/tailight fuse is good - then it may be a bad headlight switch No tail lights but the bulbs are working? Please explain.
