I had an 85 cj-7 doing the same thing. i changed the catalytic converter and problem solved. You may want to try it. The catalytic converter can become plugged or restricted.
Sounds like the power brake booster is bad.
Sounds like an alternator that isn't charging.
sounds like you need to either turn up the idle some or get the carburetor rebuilt.
Check for a malfunctioning idle air control valve or a throttle position sensor, both are located on the throttle body.
Sounds like the EGR valve needs to be cleaned or replaced.
locate the idle on your 99 cherokee,then take a flat head screwdriver and turn the idle towards the right to turn the idle down. right now the idle is too high. if you dont know waht the idle looks like it looks like a flat head srew with out the head. located in the front of the engine.
Sounds like you've covered all the tune-up possibilities. How about changing the fuel filter (could be clogged) - or running a container or two of fuel injector cleaner thrugh your gas tank (clogged/dirty fuel injectors).
if you have the eco tec engine it will almost certenly be the idle control valve, it's a common problem and easily fixed by removing it and cleaning it with carb cleaner or such like hope this helps delboy

it sounds like your tcc (tourqe converter clutch) switch is faulty. this is a common gm problem.
You can become unconscious which looks like you are.
