There is a component of some brands of chlorine that can cause a black coating to come over the bottom of fiberglass pools. To remove it I recommend several bottles (3-5) of Regal Stain Remover (or any comprable brand). Let the stain remover set for an hour before scrubbing the black off. If this doesn't work, it's always a good idea to contact your local pool professional. In Dallas, TX Pure Pools is your best bet. Good luck.
Chlorine level in an 18' above ground pool should be between 2 and 4.
If you are getting a low reading of chlorine in your above ground pool, you should add the appropriate amount of chlorine to get it back to the correct level. This is important to keep your pool running at maximum abilities.
The remaining child will suddenly drop to the ground.

I'm having a similar problem - 2-3 days after shocking the pool and adding chlorine, the available free chlorine measures low or near zero. I've had the pool for 10 years and never had this problem before. I'm also getting excessive algae growth. I took water to a professional pool store and they analyzed the chemistry for me. Everything was fine EXCEPT I had high levels of nitrates. Nitrates are heavenly food for algae and the chlorine reacts rapidly with everything going on in the pool. I've been told to drain the pool and refill it. Apparently there is no other way to remove nitrates from the pool. I haven't done this yet, but it's on my schedule for this week. Good luck!

There is no significant amount of chlorine in the composition of air. If chlorine is released into the air, because it is more dense than air, it tends to collect near the ground.
You can't. Chlorine is a dangerous, corrosive, poisonous gas and is not available in balloons.
Chlorine has seven (7) valence electrons and seventeen (17) electrons total in its ground state (not an ion or isotope).
