Your Tumblr background can be changed by going to your dashboard and selecting 'customize' from there you select 'appearance' and scroll down the drop down bar until you come to 'background' you can then select an image or a plain background colour.
Go to your tumblr customize html. Press Ctrl F and type 'background' (without quotation marks) if you find something under the .body like this: background: #FFFFFF; (or another color code) change it to: background-image: url(YOURIMGHERE); If that code is already there, then just put the URL of the image in the brackets

Clicking on that will bring you to the HTML of your theme. You can change your background on the HTML. Or instead of going to the custom HTML, you can go under Appearance and you can either upload a picture for your background or change the colour of it.

Go into edit HTML and look for something that says background:url( There should be a URL or tumblr static there. Copypasta that into your browser until you find the one that has your background. Then look for or upload your own photo. If you mean on your dash, I'm pretty sure that there's no way to change it.
