So this question is kind of assuming something that is false, because hamburgers were not "first" served anywhere: what we call hamburgers evolved gradually from ground meat patties ("Frikadellen") brought to America variously by German, Russian, Polish, and Scandinavian immigrants. What became the hamburger bun evolved itself from German rolls called "Broetchen," which are sometimes called "Kaiser rolls" now in the United States. No luncheonette "invented" hamburgers; they come to us as part of the cultural heritage of various northern European immigrants.
