If Spain has territories in North Africa are they both European and African?

The Autonomous Cities of Ceuta and Melllia are African. If a city is on a continent then it is a city of that continent.
That does not address the citizenship of the occupants.
Montreal is the second largest French speaking city in the world, but it's a Canadian, and an North American city (it is in Canada and on the North American continent).
Hong Kong is obviously an Asian city but it's residents were British subjects for years.
The citizens of Ceuta and Mellia are of mixed ancestry. By being citizens of these two Autonomous Cities they have European (Spanish) citizenship and passports
