The assumption is that you are discussing the radiator fan. Radiator fans run as long as the coolant is above a certain temperature. If the sensor is faulty it could be forcing the coolant fan to remain on even after the temperature has dropped to normal
Could be an alternator issue.
If your ABS light indicator is not coming on in your 2004 Toyota Highlander model car even when you start the ignition it might be an issue with the electrical system.
Could also be a battery issue, starter issue, starter solenoid, starter relay, neutral safety switch issue, even loose or dirty battery connections could cause that condition. You will have to do some detective work and use the process of elimination technique.

You have a bad ignition relay switch. I had the same issue with a Mitsubishi galant.
look for a shorted electric motor like window motor. when the motor contacts fail they can cause the "ticking" and it drains the power constantly, even when the ignition is off.
The 2001 Chevy Blazer does have an ignition security system that is controlled by the computer in the vehicle. The light might come on because of an error that is coming up in the computer due to a key problem or an ignition problem. This is a common issue with the 2000 and 2001 Blazer.
Probably the biggest issue would be lack of food but that isn't even a problem.
