The responsibility rests with the owner of the property on which the rotting tree is standing. However, the person whose property is damaged may have the burden of proving the tree owner knew it was a hazard (foreseeable versus merely potential) and that the damage was caused by negligence rather than an "act of God". A person is responsible for insuring his or her own property for damage caused by unforeseen accidents.

If it just fell in your yard and did not damage your property you just have to get it removed yourself. All the parties who share the common fencing are equally responsible for it's repair or replacement. The owner of the property on which the tree was located is only responsible for their "fair share" not for the entire amount.

Mother nature. Just send her a bill. That is not necessarily so if the roof was not fixed properly the responsibility can end up with the owner or builder.
