Turn signal flasher?
You have to diagnose the system to determine the cause. Check the fuses, the bulbs, the flasher relay then the switch.
The hazard flasher on a 2000 Mercury Cougar is located under the dash on the driver's side of the vehicle. It is in the slot next to the turn signal flasher above the brake pedal.
The Flasher Relay is defective. Replace it. It is located, front seating area, driver side, under dash, mounted on passenger side of steering column.
The flasher is located under the dash behind the fuse panel.

If none of them are working then it is more than likely a defetive Flahser Relay. Replace the relay with a new one. The Flasher Relay is located: Front seating area, driver side, under dash, mounted behind dash bracket.
