If my timing is only a little off on a Chevy 350 1991 model would it spit and sputter like if its off by a tooth or something?

no No, if the timing is off "only a little", it would either have reduced power or it would ping when you step on the gas. If it's off a lot it will certainly have more serious problems. What you're describing sounds a lot like it could be a distibutor cap, but I'd need to hear it.
