no No, if the timing is off "only a little", it would either have reduced power or it would ping when you step on the gas. If it's off a lot it will certainly have more serious problems. What you're describing sounds a lot like it could be a distibutor cap, but I'd need to hear it.
The timing marks should be found on a little metal plate directly above the harmonic balancer.

Unless there is something wrong with it (there shouldn't be), you should never have to replace the timing chain. That's the beauty of chevy.
