If the light switch on a 99 Mercury Sabel is bad is it possible for the headlights to work and the tail lights not to work?

Yes. When you turn on the lights there is a circuit for the headlights, one for the dashboard lights and a third for the clearance and taillights. Any one of those circuits can fail independantly of the others.
