If two people are on the title of an automobile how can one of them be removed and BOTH parties agree?

If the names are joined with "OR" or "AND/OR", either can go to the DMV and have the title changed. If there is just an "AND", they will both have to sign.

Well, from what I can see, generally, you need both parties to agree, and that includes the person who is being removed.

One of the merits of political parties is that more people have representation. Without these different parties, some people may be left out and not have their interests met. Demerits of political parties would be the difficulty and time that it can take to get anything done when the parties cannot agree.
