I believe you can, if your employer reports it. But there is also (at least in TN) a 1 week waiting period for some reason. So if you think that over the next few months you may be off, lets say a week at a time, you need to get that first week out of the way. Then you can collect on future weeks off.
At least that's what I've been led to believe, something like that is going on where I work now.
Yes. Apply for benefits the first week you are unemployed. This will be your "waiting week", for which you are not paid. After that, you should receive benefits for each week you are furloughed. This is not a specific program of the ODJFS, I'm told, but is how they are handling the furloughs in this weak economy.
