Gently wash the burn clean with tepid, soapy water. If the skin isn't broken, just let it air-dry, then loosely bandage to keep the area clean. If the rash hasn't disappeared -- or is not greatly reduced -- in about 12 hours, consider using an antimicrobial cream or ointment, like NeoSporin. Once more, if the problem persists 12 more hours with no improvement, time to see a doctor. Steroids tend to reduce immune reaction, so they sometimes promote infection. That's one possibility; the other is you had an allergic reaction to the hydrocortisone cream. Removing it should help considerably.
