In theory you would not see them because there is no way of the light getting to you because for that to happen you would need to travel slower than the light or the light would have to be coming from the opposed direction
Your headlights will illuminate the roadway in front of you (or the spaceway or whatever), just as if you were driving on a road and turned on your headlights under those circumstances. The light will leave the headlights at the speed of light (for the medium through which it is taveling) regardless of how fast you are going. The speed of light is a constant, no matter what your frame of reference. That is what Einstein said. The speed of light, c, is always the same (for the medium through which it is traveling), regardless of who measures it and whether or not that person is in motion relative to another observer. Both observers will get the same result measuring c. Time changes in different frames of reference, different inertial frames. That's why the speed is the same.
Perhaps you turned on the interior lights when you were adjusting the headlights?
If you turn up your interior dashboard light settings, then the radio display will be brighter too. The radio dims to the setting for the dashboard when the lights are turned on.
The parking lights are turned on when the headlights are on and you pull out on the light switch. The parking lights cannot be turned on by themselves.
For the 1999 Chevy Tahoe, automatic headlights are turned on by default. Turning them off requires opening the bezel on the dashboard and removing the light sensor.

The light switch is located at the left-most position on the dash. Turning the knob clockwise will light the parking lights on the first detent and the headlights when turned all the way. By leaving the switch turned all the way on when shutting off the vehicle will result in the lights remaining lit for 30 - 45 seconds. In this case they will re-light when the car is re-started.
This will happen if the ground terminal for the brakelight bulb is connected to the power side by accident. If you have a 3 wire socket or light assembly with GROUND, TAIL, and BRAKE wires two of them are wired incorrectly. When the headlights are off the brake light is finding ground thru the filaments of the headlights. Since the headlights have much heavier filaments, they provide a good ground for weaker brake light. When power is on the headlights the brake light will have power on both sides, so no current flows and it goes out.

bad connection/short or burnt out brake bulb. Check the harness both under the steering wheel and at the lights.
