Not much you can do if they don't have auto insurance. You can take them to court and try to get reimbursed for costs due to the accident. If you can find them - if they have a job so you can garnish them. That is why illegals should not be allowed to be in this country - for any reason. The reap the benefits and have none of the responsibilities. Your liberal politicians are bending over backwards to give illegals all kinds of benefits that US citizens can't qualify for. That is wrong.
