The representatives of the original 13 states sent to Philadelphia for the U.S. Constitutional Convention (originally "Philadelphia Convention") are called delegates. The resolution calling for delegates to the Convention was issued by the Continental Congress on February 21, 1787: "... it is expedient that on the second Monday in May next a Convention of delegates who shall have been appointed by the several States be held at Philladelphia for the sole and express purpose of revising the Articles of Confederation...."Although a total of 70 delegates were appointed by the States, 55 ended up attending (none came from Rhode Island), and but 39 actually signed the final document.

The reason the founding fathers chose Philadelphia as the location for the constitution convention was because it was right in the middle of the original colonies and it was the most convenient place for it to take place.

All of the original states, except Rhode Island appointed individuals to the Convention. However, not all of the appointed delegates attended. Some who did not were Thomas Jefferson, John Adams, Samuel Adams, and John Hancock. Out of 55 attendees, only 28 actually signed the Constitution.

Many of the 55 delegates at the Convention finally concluded there was no way to patch the old system, so they secretly rewrote the plan for government in the US Constitution.
