All of the original states, except Rhode Island appointed individuals to the Convention. However, not all of the appointed delegates attended. Some who did not were Thomas Jefferson, John Adams, Samuel Adams, and John Hancock. Out of 55 attendees, only 28 actually signed the Constitution.
