If authorities refuse to disclose the information it is because of an existing law that does not allow them to do so ,or because they have reason to believe that the requesting person does not have the right to the information, or if informed would misuse it in some manner. If it concerns damages related to a traffic accident it is irrelevant whether or not the person has a valid license regardless of who was At Fault in the accident. The only bearing it would have on the matter is if the person was not a licensed driver and the insurance company refused any damage claim on that basis. Even so, the injured party still has the option of suing the "at fault" person regardless of the status of his or her driving rights.
