Two part question. A) Yes, a felon can legally change their name via a district court hearing. You will be denied if you're required to register as a sex offender UNLESS you've been relieved of such requirement and can show proof AND are not on any active supervision by D.O.C for a felony. B) No, you'll never pass a state or fed background check as it's all tied to your SSN and D.O.B and is a matter of public record. Once it's ran under your new name they'll see aliases right away. Sorry to break the facts down.

Some States have responded by legally changing the name of their observance to "Presidents' Day", "Washington and Lincoln Day", "George Washington Day", "Washington and Jefferson Day". Despite all of these efforts, the holiday has remained officially "Washington's Birthday" since 1880.
