There is no fixed ratio between the length of time spent in seated meditation and the length of time spent in walking meditation. In practice, about 5 minutes of walking meditation for 25 minutes of seated meditation is about right. Therefore, a 35-minute "round" of seated meditation may be followed with about a 7 minute round of walking meditation. There are two purposes of supplementing seated meditation with walking meditation. First, it helps to extend the peace of mind achieved in motionless meditation to your other activities. Second, it permits your body to recover from the physiological effects of sitting motionless.

Why non-Buddhists might choose practice of meditation?

Meditation was around before buddhism was even founded. Anyone is welcome to practice meditation, whether you have a religion or not. It all depends on the choice of the person, meditation can be used as prayer, a time to think, empty the mind, etc... so if someone finds meditation useful for them they are welcome to use it. For the same reasons that buddhist's use it for or not. Hope that helped.
