The bill of rights doesn't allow the constitution to survive, but the ability to make changes or amendments to the constitution allows it to grow and change with time.
It was James Madison who suggested the Constitution allow for three branches of government. Madison would go on to serve as the 4th President of the United States.
Your question is far to vague. You need to explain what government and what constitution. How the people would react. hat you mean by strong.
that the constitution would be a living, breathing document. ~Ham
The authors of the constitution were smart enough to realize that they had not produced a perfect document which would everyone's needs perfectly until the end of time (or the end of the United States, whichever comes first). That is why the constitution allows amendments.

i would have not changed the constitution in 1787.

Well, that government would not be able to modernize with the rest of the world. Amendments allow a Constitution to be changed so without them it would become outdated. For the US, the Constitution would still be how it was when it was drafted, and it would basically be the supreme law of the land in the 21st century, but still in a 1700's time period, if that makes sense.
The detractors of the constitution listed a number of shortcomings in Federalist Papers (Number 85). They argued that the constitution would lead to the consolidation of power in the central government, that it would grant too much power to the president, and that it would allow the wealthy to unduly influence the government.
How the Constitution would be ratified
The establishment clause of the constitution prohibits an establishment of religion or the free exercise of religion. The congress is required to abide by the constitution.
