Most likely it indicates transmission problems. The up-arrow indicator has multiple functions, and it also serves as the trouble indicator for the transmission. It may be something as simple as transmission overheating -- let it cool down for 2-3 hours, make sure the Transmission Fluid level is within limits, and try again.
check/align your PNP switch underneath the battery tray and slightly to the left. It looks sort of like a clamshell.

The arrow light in your Volvo indicates that you are driving it as a 3 speed. You can change this by simply pushing button on side of your shifter. If you do, you change it over to a 4 speed which is best for interstate driving.I learned this by reading my Volvo 740 manual.:-) Hope this helps ya.
If its an automatic then your either in winter or a low gear(not flashing) or transmission fault(flashing arrow) But if its manual the non flashing arrow is the recommended time to up shift.
Its the same as the sign used by Volvo. Its a circle with an arrow pointing out of it to the upper right.
