Fuel pumps for Astro vans are located in the fuel tank. There is a connector that goes to that fuel pump that can come loose even on new fuel pumps. You need to really push the connector as far down as it can go and make sure that the connector will not come loose after you put the gas tank back on. You can also check to see if the fuel pump is pumping by disconnecting the fuel filter (protect your eyes as gas can really gush out when you turn the ignition on). If fuel is gushes out of the disconnected outlet of the fuel filter, then the next place to check is the fuel pressure regulator that regulates the fuel pressure to the fuel injectors.

You have to get the fuel rod
The Fuel Tank is 27 gallons. I've had my 95 Astro van since 2000.
The proper fuel pressure of a 1995 Astro van should be between 55-61 psi. Checking the fuel pressure at home requires a fuel pressure gauge and knowledge of the location of the shader valve on the fuel rail.
Follow the fuel lines forward from the fuel tank to the engine. Along that route you will find the fuel filter.

On a 1995 Lincoln Continental : The ELECTRIC fuel pump is INSIDE the fuel tank It is installed through an access hole in the top of the fuel tank
drop the fuel tank and it's inside. remove the retainer on top then pull out the pump from the fuel tank
remove the fuel tank, its inside, make sure you replace the fuel strainer on lower T piece pick up
