Large name American brewers make beers with an average of about 5% alcohol by volume, but several craft breweries are pushing the limits in terms of both bitterness and alcohol content. Dogfish Head brewery in Rehobeth, Delaware brews a 120 Minute India Pale Ale with International Bitterness Units around 120, and an alcohol content of 18% ABV.
Since 2002 however, the Samuel Adams brewery in Boston, Massachusetts has held the Guinnes Book of World Records' top spot for strongest beer for creating a small collection of rare beers named the Utopias, at 25% ABV. Their 2009 collection is said to top at 27% ABV.
This difference in alcohol content and the solidification as the strongest beer in the Guinness Book of World Records solidifies the status of Americans as being the world's strongest beer brewers.
Therefore, American beer can be stronger than German beer.

(I'm not sure I would give a German Beer - they produce some of the finest beers in the world - of course, if the German in question has expressed a desire to try our microbrews - that is different) Do not give them wine or beer since Germany has the best of both, and anything else will taste bad. Give them something American; like things you can only get in America. Souveniers are always appreciated especially when they come from different countries. A good idea is to send some American money to keep as a souvenier or write down some very good American recipes, and make them for your German friends. Honestly, us German are very appreciative, and cherish thoughtful gifts; so anything American will be good.
