The question is not worded specifically enough. If you KNOW that you owe the bill, pay it and ask for a receipt. If you have a question about the bill, or do not believe that you owe it, you are within your rights to ask for an itemized invoice for what they claim you owe them. As to legality of them HAVING to render you a bill - that may be different from jurisdiction to jurisdiction and would be a matter of civil law - not criminal law.
