Well a drill can be a training exercise to train soldiers or people (eg a fire drill), in this case it is not a solid it is an activity.

However a drill can also be a mechanism for boring holes in this case it is made out of a solid but may not be completely solid in cross section. For instance a wood drill is entirely solid but an oil drill is a hollow tube.
