No it is not. The bolt on the pulley is but the tensioner mounting bolt is a T55 torx bit head with the standard thread (right/tight left/loose).

The bolt holding the pulley to the tensioner arm is left hand thread. The nut holding the tensioner to the engine is right hand thread.

Yes, on a 3.3 or 3.8 the serpentine belt pulley does come off the tensioner arm but the bolt is left thread not right handed.
Find the tensioner pulley. Use a straight wrench (I believe a 14mm) and turn the tensioner pulley bolt (the one in the middle of the pulley) counter clockwise (you may need an extension Pipe). This will release tension on the belt then slide the belt off. The tensioner pulley bolt is a reverse thread so it will not come loose when attempting to turn it counter clockwise. Slide the new belt on from the bottom up then turn the tensioner pulley counter clockwise (releasing tension) with one hand while sliding the belt over the alternator pulley (a long screwdriver wedged against the side wall can help get the belt onto the pulley) then allow the tensioner pulley to return to its normal position.

Not all crankshaft pulley bolts are left hand thread. In my experience if it is a left hand thread the bolt head normally has an L stamped on it to notify the direction of thread
The bolt on the tensioner pulley are opposite of a standard thread. That is, righty loosey lefty tighty. I know this first hand because I stripped the threads on my pulley trying to remove it on my 94 Sub.
