Not necessarily. A belt, a pulley, a bearing can produce a whine.
I have the same car with the same problem, I suspected power steering pump too because the whine's intensity increases when i turn the wheel...
- Check the O-ring on the Power Steering pump. It's a 60cent part that will more than likely fix your problem. It takes about 5 minutes to install. You can do a Google search for it and find the Honda tech article and YouTube video on how to replace it.
