Yes. The wind can suck more heat up the chimney and suck more cold air into the house. I bet you didn't realized that a fireplace in cold weather has to draw cold air from the outside by some means into the house to feed the fireplace updraft. Go figger!

As a former firefighter that inspected chimneys; wood stoves; etc., fireplaces have been around a very long time in all types of weather and temperatures. The best way to use a cold chimney is to heat it slowly with a small fire. Cold chimneys will crack when heated too quickly. This is extremely dangerous. First and most important, have the chimney and fireplace checked by a professional before each season every year. Fireplaces are not very heat efficient. When not in use they bring in the cold.
