For example if you lived in Canada then the child would have to be 10 and older, but in the United States I think it's 12 years old when a child can sit in the front seat, but many people obied that law. In some cases when the car only has 2 seats (two in the front) the parent or guardian has no choice but to let the child sit at the front.

Not unless you have a way to turn off the passenger side front airbags. Some pickup trucks have this feature (you use the key to turn the airbags off). If you cannot turn off/disable the airbags in your car, then you cannot put a car seat in the front seat. It would be very dangerous for the child!
