Is it legal for a 12 year old to stay home with a 5 year old sibling and no adult supervision for 8-10 hours a day while the parents work?

It depends on what State you live. In Canada 12 years of age is legal to look after children younger than yourself. However 8 - 10 hour days is a big weight on a 12 year old and you should think of getting an adult in to look after your children so your 12 year old can live the life of a 12 year oldinstead of being a built-in babysitter. If anything happens with the 12 year old or the young child(ren) then Child Welfare (that's what we call it in Canada) can investigate.

For a version 5, here is the growth process: baby + 1 hour = toddler. toddler + 48 hours (2 days) = teen. teen + 48 hours = adult. adult + 48 hours = now can mate. (They become parents as soon as they mate.) For you to be able to mate(starting from baby) it will take you raising your Tama for a total of about 73 hours or 6days and 1hour.

There is no age limit anywhere in the UK, but leaving a child "improperly cared for" is against the law. Really, it depends on what your parents think suitable! If you want to watch your sibling, ask if you can try doing it for a couple hours to see if you like it. Good luck!
