Yes, and it is not an uncommon practice in all states. There is no law that requires a retailer to accept credit cards either.

VISA and MasterCard, however, don't allow merchants to require minimum purchase amounts. It's in their agreement contracts.

Where can one make a payment by credit card for lottery tickets?

While there is no law against buying lottery tickets with a credit card, most retailers will not accept them. This is because not everybody pays their credit card bills. If a retailer allows someone to purchase lottery tickets, this means the retailer is taking a huge risk by selling tickets to someone who might not pay for them at all.

Does a discount tire reward card work at any place?

From my experience, the reward card should be accepted anywhere that a Visa card is accepted. You should use it as a (credit) transaction. This is not a (debit) card. If asked by the retailer "Debit or credit?", where you intend to make your purchase with the card, you should respond, "Credit."

What percent does American express charge a retailer for using a credit card?

Typically 2-3% for mastercard and visa. I believe American Express is more. Texas Parks and Wildlife charges 2.25% extra to renew your boat registration online. I think that is to make up the credit card charge backs. ( on a $53 fee). I think creditors also have a minimum charge so that on small purchases ( < $1-4?) the retailer looses money when you use a credit card.
