Yes it is possible to get it reduced. Before you pay the citation you need to speak with the Solicitor of State Court or which ever court you have to appear in. You simply ask he/she if they could help you with reducing the citation to under 15 for point and insurance purposes. Most of the time, in order to save time for more important cases (DUI, Possession etc) they will gladly take you're money for the fine of 14 over the limit. This is also assuming that you have not had any other moving violation tickets within the past 2 years. If not then just ask them and 90% of the time they will help you.
Hope this helps.
The speeding ticket is a separate issue. If you don't have insurance you get done for driving without insurance, speeding or not.
No you do not need to inform your insurance company of a speeding ticket you have obtained. You do need to be sure you pay your ticket to avoid having your registration canceled.
== == In MI your insurance goes up on each and every ticket you get. Not sure about Kansas, but probably the same.
New York does report speeding tickets to Ontario and it will show on your driving record for points and insurance increase. Often a New York traffic attorney can get the ticket reduced depending on the circumstances and jurisdiction.
