Cats have very little odor. The litter box keeps the odor.
Main goal is odor control, since it seems flies are attracted to things that smell and has an odor. You should try different brands of litter. I hear ones with baking soda are a pretty good choice. Or add baking soda to your litter of choice. You also may need to change it more often than you normally do, especially in the summer months.
Any kind of non-clumping, clay-free litter will work just fine. Check your pet store for "Critter Litter" a brand made just for Ferrets and other small animals. It's made of recycled newspaper pellets and special odor absorbers. Yesterdays News is also good and cheaper than Marshall litter, which is the same thing. Worlds Best cat litter is amazing at odor control but expensive. I now use woodstove pellets, I can get a 40lb bag for $5
